How to calculate if power supply can handle graphics card?

I have a 420ish watt power supply.
My graphics card (Radeon 5670) says recommended power supply 400 watts and up.

My question is, is the 400 watts and up refering to the total watts of the power supply, or the amount of watts not in use?

In other words, do I have to calculate how many watts my processor is taking up etc, and subtract from the total watts of the power supply?

    The recommendation is for the system – it includes the CPU, etc. You satisfy the recommended criteria.
